he's still quite young, right? Is he on a feed/water/potty/walk schedule?

If he is still young and growing, he could possibly be going through a growth spurt? When my Shiba was growing and he went through a growth spurt, he'd have random accidents, even though he was potty trained.

he is young but i would like to break the habbit early and i dont want to punish him for going on the floor cus he does go out side.

If it's a growth spurt, it won't be a habbit. Miso had the same problem when he went through his growing phase. But he is a perfectly potty trained little boy now... I guess the trick it getting him to poop when I want him to now instead of walking in the freezing cold snow for an hour until he finds a spot that he deems worthy of his poop. Ah, Shibas.

Tojo was pretty much born housebroken, but he still had accidents here and there until he was 6 months old. Sometimes a puppy's bladder just can't hold it in, even if they're trained. I would wait to see if it passes and just keep an eye on him.

You could take Toby to the vet to make sure he does not have a UTI.
