Hachi (a shiba) was like this with every single pup or adolescent dog we ran into at the dog park. She molded the crap out of my Tsuki (a shiba who was not yet a year when Hachi came to us). But Hachi always inhibited her bite. It was a lot of teeth showing, snarky sounds and advances to nip but never did she bite. Even when she was tackled by a 5 month old doodle pup this past weekend, Hachi sounded P.I.S.S.E.D but only corrected her afterward.
Are you sure Emi isn't just trying to set boundaries for the pup? Not all adult shibas can tolerate that puppiness, but not every adult shiba is out to kill either.
