They can probably clear the fence, so every time I take my dog out, I have the pleasure of hearing them scream their untrained heads off.

The hatred, I know, shouldn't be directed at the dogs, but holy cow.

Oh yeah. I forgot to mention they're allowed out at seven in the morning.

Make a complaint with animal control. There are "public nuisance" laws (at least where I live) that apply.

If you really want to "high road" it (I have gone through this with one neighbor and this is what I did) volunteer to walk them now and then. You can then train them a bit and burn of some of their obvious frustration. I also am now adored by my entire neighborhood for pacifying this dog.

I have complained to animal control about the exact same situation. I don't have time to go over and negotiate with the neighbor or do I feel that it is my responsibility to walk/train their dogs. I have two dogs of my own that require my time and energy. Where I live on the 3rd complaint you have to go to court and the owner ends up having to pay a fine. The first call they get a letter sent to them, the 2nd an animal control officer goes to the property to speak to the owner in person. I have never had to go to step 3 yet but I would if it came to that. In both cases that I called it was just a lazy/negligent owner that didn't care that their dogs wanted back in or that their dog was just barking non-stop at anything that move be it a blade of grass or a person walking by.

Yep. They were up and barking away when it was still dark out this morning. The sun comes up at around 6.30. This is early.
