I got my wife to look around on the japanese language web for breeders in Japan. I expect most of these links, which took me a loooong time to load, are
time-sensitive so if this thread is old, don't expect too much:

A side note, my wife was googling around Japan looking for dog sites, and showed me some forums for dog owners. Her impression was that people in Japan who are able to afford a dog, as often as not choose a European breed. In the long term, the Japanese breeds could suffer if they don't find a base of enthusiasts and breeders who live outside of Japan.

    OMG! Oh, maybe it's a bean/Mame shiba. That would explain the bulging and weepy eyes like you see in other toys. Egh.

    Yeah, incidentally, we were watching a show about dogs on NHKs "Tv Japan' channel the other night, and they showed some miniature Shibas. They are pretty popular in Japan. Take that as you will.
