Tosa wear- not a bib

Can anyone tell me about the ceremonial looking red thing with the white ruff and the thick ropes that I see Tosas wearing in photos sometimes?

    Tosa fighting is steeped in tradition and rules. It's like dog sumo. The dogs have ranks, and according to those ranks, different ceremonial collars/garb.
