Possible Kai Ken?

Hi everyone! I found a dog on petfinder in the Los Angeles Area and wondered if it is possibly a Kai or mix. It says chow mix and I know that Kais can often be mistaken for one. I want to know what others think about her.

I realize only one photo is not the most helpful and it's not the best picture, but it appears similar to the breed.
